Transportation Act Review Panel's Interim Report Released on January
10, 2001
On January 10, 2001 the Minister of Transport released the Canada
Transportation Act Review Panel’s *Interim Report on Competitive Rail
Access. This report is the result of the extensive consultations undertaken
to date and submissions received by the Panel. Over the past four months the
Panel met with more than 150 organizations and individuals in seven
provinces, and has received over one hundred submissions.
The Report provides a framework and key criteria for evaluating
proposals, and identifies key issues requiring resolution, in order to
pursue further discussion and encourage stakeholders to focus on the
practical challenges of enhancing competitive rail access.
Comments on the report may be made through the Review Panel’s
Web site. A Symposium on Rail Issues will be
held in Winnipeg on February 26 and 27 to review rail access proposals
within the framework established in the Panel’s interim report.
Furthermore, the symposium will also include discussion of the issues of
Emerging Market Structures and Capital Expenditure Sustainability (details
to follow).
Final recommendations on competitive rail access will be integrated into
the Panel’s final report scheduled to be completed by June 30, 2001.
